The Federal Executive Council (FEC) has approved a landmark reform package to unify Nigeria’s humanitarian assistance, social protection, and poverty reduction programs under a single coordinated system.

Announced on Thursday in a statement by Dr. Abimbola Fasanu, Senior Technical Adviser on Information Systems and Data Analysis in the Ministry of Humanitarian Affairs and Poverty Reduction.
The new policy framework, dubbed the One Humanitarian One Poverty Response System (OHOPRS) aims to eliminate duplication, close coverage gaps, and streamline fragmented government interventions.
Speaking on the FEC’s decision, the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard Doro, stated that the framework formally integrates previously siloed initiatives into the core operational architecture of the Federal Government.
Doro had formally presented the executive memorandum to the council during its session on Wednesday.
“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” Doro said.
Under the OHOPRS model, aid planning, service delivery, and impact tracking will center directly on households using an integrated data-driven tracking system.
For instance, families displaced by conflict will no longer receive just temporary emergency relief such as food and shelter. Instead, emergency relief will serve as an entry point, immediately linking displaced households to social safety nets, formal education, vocational training, and long-term livelihood support.
Minister Doro stressed that the success of the initiative will be evaluated by actual improvements in citizens’ living conditions rather than the total volume of independent programs rolled out.
The OHOPRS framework represents a central pillar of President Bola Tinubu’s Renewed Hope Agenda, aimed at strengthening social safety nets and driving down poverty levels across the country.

August 26, 2026: Formally unveiled in Abuja by the First Lady, Sen. Oluremi Tinubu, alongside Minister Doro.
October 2026: Formally adopted into federal operational architecture following Federal Executive Council approval.
Following the FEC’s approval, the Ministry of Humanitarian Affairs and Poverty Reduction will collaborate with state and local government institutions, international donors, and non-governmental organisations to rollout the unified framework across all subnational jurisdictions.
