In a sweeping overhaul of Nigeria’s retirement system, the National Pension Commission (PenCom) has officially mandated a 48-hour timeline for processing pension benefit approvals, effectively ending a system where retirees previously waited up to 21 months for their payouts.
The directive is a legally binding service standard for all Pension Fund Administrators (PFAs), rather than a mere performance target, PenCom Director-General Ms. Omolola Oloworaran announced on Tuesday.
Speaking at the State House ‘Meet the Press’ briefing in Abuja, themed “Two Years: Historic Pension Transformation – Transforming Retirement Security, Strengthening Nigeria,” Oloworaran declared that the era of painful, multi-month delays is over.
“Benefits that once took months are now approved within 48 hours—not as a target, but as a mandate binding every Pension Fund Administrator,” Oloworaran said.
Performance at a Glance: PenCom’s Two-Year Growth
The DG highlighted a series of aggressive reforms that have rapidly expanded the pension sector’s scale and security over the last two years:
₦10.7 Trillion Asset Growth: Driven by renewed contributor confidence, total pension assets spiked by 51%, growing from N20.79 trillion to N31.48 trillion.
Expanding Membership: An additional 938,229 Nigerians registered for the Contributory Pension Scheme (CPS).
Surging Remittances and Recoveries: Employer compliance with pension contributions grew by 28%, with PenCom recovering over N36 billion in outstanding remittances, up from N28 billion in prior periods.
Clearing Legacies: The N758 Billion Pension Bond
A major driver behind the stabilized system is the Federal Government’s N758 billion Pension Bond, an intervention that cleared accrued pension liabilities dating back to 2007.
According to Oloworaran, this funding has directly benefited 957,045 retirees and effectively shifted pension funding from a historic 21-month deficit into a 41-month surplus. She credited President Bola Tinubu’s administration for prioritizing the resolution of these decades-old arrears.
Coming in Three Months: Guaranteed Minimum Income and Free Healthcare
Looking ahead, PenCom is targeting the social safety net of its most vulnerable members. Oloworaran announced two major programs launching within the next 90 days:
The Minimum Pension Guarantee: A policy designed to establish a guaranteed income floor beneath every registered pensioner to prevent post-retirement poverty.
PenCare: A new initiative designed to provide free healthcare services specifically for vulnerable retirees.
Infrastructure and Job Creation
To further integrate pensions into the broader economy, PenCom is designing new investment frameworks to channel pension funds into critical national infrastructure—including roads, power, healthcare, education, and agriculture—while maintaining strict capital protections.
Additionally, PenCom plans to roll out a nationwide distribution network utilizing Accredited Pension Agents, aiming to bring informal sector workers into the pension fold while creating new jobs across the country.
