The Lagos State Government has officially commenced a statewide documentation and registration exercise for all individuals, businesses, and organizations occupying informal spaces, including setbacks, common areas, and roadsides.
The initiative is part of the Setbacks, Common Areas and Roadsides Administration and Monitoring Project (SCRAMP), designed to curb illegal conversions, restore urban order, and preserve essential public land for future infrastructural developments.
Inside the SCRAMP Initiative
Administered through the Ministry of Physical Planning and Urban Development (MPP&UD), SCRAMP aligns with the provisions of the Lagos State Urban and Regional Planning and Development Law, 2019 (as amended).
To execute the project, the state government has appointed Octragon Multi-Projects Limited as its technical partner. Working alongside the Lagos State Informal Space Management Authority (LASISMA), the partner completed the mapping of over 1,700 SCRAMP locations across the state.
“This exercise is intended to address indiscriminate occupation, illegal conversion, and unregulated use of public spaces, which undermine the implementation of approved Physical Development Plans and the overall urban environment,” Olayinka Adebayo, Permanent Secretary of the Ministry said.
Guidelines for Occupants and Applicants
The documentation phase introduces strict guidelines for both current users and new applicants seeking to utilize these spaces lawfully:
1. Existing Occupants

Action Required: All current users of setbacks, roadsides, and common areas must immediately present valid supporting documentation of their occupation for verification.

Right of First Refusal: Verified current occupants will be prioritized for official occupancy rights, provided they comply with the new guidelines.
2. Prospective (New) Applicants

Action Required: Individuals or businesses looking to secure temporary occupancy, licenses, or other approved permits for designated spaces must apply through approved channels.

Standard Approvals: New approvals will be granted as temporary occupancy licenses, subject to review by the Ministry.
