The African Institute of Public Leadership (AIPL) has followed recent reports and public discussions concerning tensions involving foreign African nationals in the Republic of South Africa.
As a continental professional institute committed to advancing excellence in public leadership, AIPL believes that moments of social tension call for principled, courageous, and responsible leadership rooted in justice, respect for human dignity, and fidelity to the rule of law.
Every sovereign nation has both the right and the responsibility to enforce its laws, regulate immigration, and protect the safety and welfare of its citizens. Individuals who reside in or visit any country are equally obliged to respect its laws and contribute positively to society. No person should expect immunity from lawful processes because of nationality.
At the same time, the dignity and safety of every human being must remain paramount. No individual should be subjected to violence, intimidation, discrimination, or collective blame on account of nationality. Concerns about unlawful conduct should be addressed through lawful institutions and due process rather than through acts of hostility or vigilantism.
The vision of an integrated and prosperous Africa requires more than economic agreements; it requires leadership that nurtures mutual respect, peaceful coexistence, and a shared sense of continental responsibility. The ideals of Pan-African cooperation are strengthened when governments uphold justice, protect lawful residents, enforce the law fairly, and promote dialogue during periods of tension.
Accordingly, AIPL respectfully encourages:
- The Government of South Africa to continue demonstrating decisive, transparent, and lawful leadership in protecting all persons within its jurisdiction while addressing legitimate concerns relating to immigration and public safety.
- African nationals living and working in South Africa to respect the laws, institutions, and values of their host country and to contribute positively to their communities.
- Political, community, and civic leaders to promote calm, reject violence and inflammatory rhetoric, and encourage constructive engagement.
- The African Union and relevant regional institutions to continue supporting dialogue and cooperation among Member States on migration, public leadership, and peaceful coexistence.
Africa’s future will be shaped not only by the strength of its economies but also by the quality of its leadership and the character of its institutions. Responsible public leadership requires the courage to uphold justice, protect human dignity, enforce the law impartially, and preserve social cohesion.
