Delta relaunches SERVICOM as Oborevwori demands improved service from civil servants
Delta State has relaunched the Service Compact (SERVICOM) which was initially introduced in 2008 through an Executive Order by the then governor.
Governor of the State, Rt. Hon. Sheriff Oborevwori directed its reintroduction, saying it is an integral component for the execution and success of his MORE Agenda.
His Senior Policy Adviser, Rt. Hon. Funkekeme Solomon, who he charged with the task of reintroducing the policy has already begun the exercise in all the Ministries, Departments and Agencies (MDAs).
Solomon explained that Oborevwori urged civil servants to imbibe the virtues of diligence, timeliness, transparency and accountability in the discharge of their duties and provision of services.
According to Solomon, service is only meaningful when delivered with passion, respect and responsibility. All MDAs are required to compile a charter of their functions and responsibilities and post through public notices at the entrance to their offices.
“The idea is that the public should know where they can obtain the service they desire without having to seek such in the wrong offices”, Solomon stated. All Commissioners and heads of agencies, he said, should ensure that policies and resource proposals presented for approval to the State Executive Council are based on evidence of the needs of the population.
“They will also demonstrate evidence of the involvement of stakeholders in the development of policy and feedback of performance”, the Senior Policy Adviser who also supervises the Department of Labour Relations and SERVICOM said.
He said all MDAs should set the entitlements of citizens clearly and in ways they can easily understand; list fees payable, if any, and prohibit the asking for and making of any additional payments as well as
commit to the provision of services within realistic timeliness.
The relaunch of SERVICOM is being undertaken in individual MDAs. Among the offices where it has been launched are the offices of the Secretary to the State Government, Head of Service and some ministries and parastatals.
Among the SERVICOM team are the Mrs. Uche Onwusanya, functioning Permanent Secretary in the office of Special Adviser to the Governor on Labour Relations and SERVICOM; Mr. Gideon Onwudike, director in the office of Senior Policy Adviser and Mr. Pius Mordi, Special Assistant on Policy.
